Just Change Renter's Survey 2012
A more energy efficient home means lower energy bills, increased comfort and health, and lower greenhouse gas emissions. We know that a range of factors make access to energy efficiency a challenge for renters and therefore renters have fewer options to manage their energy bills. Many low-income renters are known to be experiencing, or at risk of, financial hardship as energy prices increase rapidly.
Victoria does not have minimum standards for rental properties or a clear rating system. Many properties have inefficient or no heating, no insulation, little
covering on windows, and of draughts. In some rental properties, staying comfortable in the winter cold or summer heat can be challenging and costly.
Over recent years high demand for rental properties has meant strong competition and low incentive for owners to improve their rental properties.
The survey was conducted between January and October, 2012. Just Change will use the survey findings to guide its activities supporting low-income renters’ access to energy efficiency improvements for their homes. Just Change is also pleased to be able to share this information with other interested parties and organisations.
